test: add comprehensive unit tests for PassportService

Add thorough test coverage for JWT token operations including:
- Core functionality (issue/verify lifecycle)
- Security tests (signature tampering, key isolation, algorithm validation)
- Edge cases (invalid tokens, expired tokens, special characters)
- Real-world scenarios (web auth, API bearer tokens, token refresh)
- Concurrent access testing
